Notifications issues with Oreo on Note 8

I am struggling with an infuriating problem with notifications specially with WhatsApp ever since I upgraded the OS to Oreo. I have tried every possible combination but the settings revert to default automatically within minutes. Is this is a common issue or a one off? The setting I want is no sound, popup or vibration, just a number on the app icon.

me too. crash...samsung give up just hand over the problem to whatsapp and whatsapp hand over back again to samsung or android. is useless
