Hello My Galaxy note 9 emergency call only after root

I have tried any recommendations on the Internet and watched tons of YouTube but to no avail. I believe firstly its because my phone is rooted I can't install updates and doing an automatic or manual network search doesn't work either. I am looking for way to change region on my device or how/what to install to get connected to a local network. WiFi works just fine
