For me i will always blame the current administration at town hall, is there no one responsible for refuse removal or the general town upkeep who is paid a fat salary for it? Aren't there town planners or civil engeneers in the municipality employ? There are EPWP officials in almost every town, general labourers in uniforms with the Municipality name. Will it be hard to enforce by laws? Can't all these old structures be painted?
