Yes. Contact the customer care number Samsung had on their email and find out if they have even sent your buds yet. If they have, try and get a tracking number then phone Courier Guy and track it with them.

Had the same issue with mines and service from courier guy is one of the worst in the country. If you don't come right speak to the branch manager, there is one allocated for each region and you'll find it on their web page. Send them a nasty mail and things will get done.
If all else fails say you'll collect if that's a possibility on your side and it doesn't inconvenience you to much.
