Changing CSC to download one ui 6.0

Is this recommended and safe do I'm Russia my a23 4g got one ui 6.0 can I change to Russian csc then download update.

I don't want to Try on my s22 ultra as I use it daily

Read on one of the posts he changed to THL csc and couldn't use samsung wallet anymore cause they dont have wallet in thailand, but he got call recording as a feature
