So I'm currently in doha right now but soon we will he goinh home for good in the philippines and I want to change my firmware to philippine firmware and I'm currently using samsung galaxy s9, actually I already did try it but the firmware didn't change still uae region, can anyone help me? I tried changing it using oding and donwloading the latest firmware for my phone from SamMobile.

Insert a sim from Philippine, reset your device and update software through Odin after the reset. You must choose the proper CSC file for changing the country.

You have to flash all of those files as it's a combination. Especially when you want to change the default country. You must be very careful while checking whether the device model number is the same both in Philippines and Doha.
