Why can't I change my payment method from Dharhams to any currency?

I have been trying to change my payment method but kept refusing. That the phone is golf settings or so. Sometimes one goes to Saudi or England. 

Since it is a global phone why can't we use it globally?

I think it is with this same app. cos I remembered chatting with a consultant and telling me that it is a golf refion phone. But I will check and see cos its been long.
