Samsung wallet blocked

When I open the wallet, it says that your wallet can't use. The wallet was blocked, please contact customer service team. 

What's the issue and how I can fix it?

If you are living in the UAE, you can only activate the wallet on the phones registered with TRA / UAE (basically UAE models).
Once activated, you can use it anywhere or any bank card that support Samsung wallet.

Can you provide us with the IMEI1 number of your device? IMEI can be found on the bottom of the device box or in Settings - About Phone. And screenshot for the error ?

Actually I have visited Samsung office and cannot fix it bcz my phone made for Taiwan which I ordered via Amazon, they didn't mention anything about it in product description
