Bro, since December I've faced this same issue. Every month I do a security update on my device. Then I contact Samsung customer service, but the response isn't good. They only tell me to use phone safe mode. I tried safe mode, but nothing changed. Once I power off my device, after 5 minutes there's no problem. Five minutes after powering it back on, the same issue comes back.

You try wiping cache partition by booting device into recovery mode. It should solve your problem.

If it doesn't, you may have to contact Samsung CS team.
