As far i know Samsung Default call Recorder not available for all Region. But i believe Samsung should make it available globally.

I think one possible solution that Samsung can take to the authorities is
To play a message when call recording is on to inform the receipt about the recording. So the other party can decide whether to continue with the call or not.
