For anyone having this problem, mine was caused by a dirty USB-C port. I cleaned it using a toothpick that I shaved thin with a knife and then blew out the dirt with canned air. I also have a fiber glass brush that is designed for cleaning electronics. A small brush would be helpful. I shutdown the phone and cleared the cache partition, rebooted and the problem was gone. Hope this helps someone.
