How do you fix files and media 0 of 1 apps allowed in Android?

I cannot enable any applications on the file permission setting. Like if I'm trying to download anything from facebook, there will be a message as attached picture. All permission on facebook is allowed. Is this a software bug? I really need to download file, please help. This happens on my S24Ultra and Tab

Try this:
Settings/apps
Tap on 3 dots on top right, select Special Access
Tap All files access and enable the apps that needs file access.

While you are in the same screen, click 3 dots in top right again and select Show system apps.
Make sure Media picker also has file access.
