I don't know when exactly this issue started, but I've been trying to turn on customization servers for two weeks now but the same messages keeps appearing 
Is this an issue from my end or Samsung's end? Any solution?

Have you logged in to the phone and Galaxy store with your Samsung account? And what's the country in your Samsung account.

Yes, I logged in, a long time ago for sure.
As for the country, it's Yemen

It's a server-side error. The server that your phone is connecting seems to be having an issue. Try to switch off your phone for about 10 minutes and start again .
