You'll have to create one Bixby Routine for turning off the access and another Routine for turning on the routine.
You'll have to download Routines + and use the Touch Macro feature.
Touch Macro let's you manually record yourself doing the routine. And once saved, the routine will follow the steps you did and perform the function.
Side note: It is kind of risky because if some notification pops up it maybe perform another function.
