These are samsung gulf cs, they wont know anything about software updates, updates comes from samsung HQ related team, it will come few more hours or days wont make difference after waiting for months

What phone is it and can you press & hold on the Instagram, delete cache and try again, if it didnt solve the issue, do the same the delete its data, uninstall and reinstall, let us know if that helps.
