VoNR or Vo5G 5G calling Support after one ui 6.0 update now we can call to any number & network dont switch back to LTE.As you can see Network is on 5G while calling & I tested &called several mobile numbers It is working fine as of Now.

Is your S23 updated to one ui 6.0 than try to force 5G & it will work perfectly fineinstall netmonster app fromplay store open & in right bottom corner tap on3 dots than tap phone info & phone setting willbe open where you will get option set network...
