Calling issue

I can't make any calls from my Samsung A 71 and whenever I call someone ther is no dialing tome and a conditional call forwarding message appears .To the contrary i haven t set any call forwarding and cleared all the numbers instead in call forwarding .Please help because I can't make any calls but recieve them

But i have ejected my sims and reinstalled them plus i activated them too after deactivating.Call forqarding was is showing but i have turned them off too for both the sims.Messages are sending and calls can be made through whatsapp and received normally but i can make calls through both of my sims

Put imei there of ur phone i think maybe its block or tax issue
