How come you still have Android 9 if you have a Note 9???
You should already have Android 10.
It released for the Note 9 series back in 2019 Dec - 2020 Jan!!

Or are you talking about Android 11? If Android 11, you won't get it officially as the software support policy in 2018 when Note 9 released was to give 2 OS upgrades only. So Android 10 is your last OS upgrade. You will get the security updates though.
If you want Android 11, you will have to flash it.

Doesn't matter when you bought it. Even if you buy the model a year later the support policy enables upgrades according to the model's release date.

If you bought a Note 9 last year, that's 2 years later since its official release. Why did you buy an old model instead of a new one?? 😳

I don't recommend flashing the device on your own if you are new to it. If not done correctly, your phone can become unusable.
Try to get it done from a person who knows how to do it properly.

But I will just comment the guideline links. May be you can go through them.

To flash, you should make sure that your device’s bootloader is unlocked and you have TWRP installed.

To unlock bootloader, first you have enable developer options, then enable the options "OEM Unlocking" and " USB Debugging". Then you have to use ADB (Android Debug Bridge) installed in your PC/laptop to unlock it.

After both of these are done, back up all your data.
