The new update is delayed due to two reasons:

1. Samsung, as always, busy serving flagship phones customers. So budget phone customer will have to face the brunt.

2. Samsung updates are buggy as always thus its always good to receive these updates later thus less frustration.

And if it still doesn't make sense, change your phone!

Samsung phones, specifically the A series, shouldn't be labeled as budget phones as they are excessively overpriced. In terms of basic functionality, they have significantly compromised every aspect. The One UI is excessively bulky for Samsung's non-flagship phones.

A Series phones are never overpriced unless you purchase in PKR because of record devaluation of our currency. See their price in India and it says all. A Series phones are always considered budget phones all over the world.
