It's a new phone it should not do like this.
Have you tried "reset settings" in camera settings ?
Or try clicking on camera then info and check permission of "change system settings" as allowed.

Yes it works after reset cam setting and force restart but

I had this issue. Solution:
Go to setting, tap on application, search for camera app, tap on it, and then on the top right corner tap on three vertical dots , and then un-install the updates. Now it must work. Good luck
