Do all devices use same Dex version?

Is it the same version or different Dex version if I change my phone? 

I am going to buy a Note 9/Note 10 (not decided yet) and I am worried that I am going to miss Dex features present in newer devices.

Yes, You can connect Note 9/10 with samsung dex.
The features depends on the mobiles API version and its Samsung Experience version.

Features of DeX is tied to the One UI version of the device.
If you don't flash, you will have to use with less features. For example, wireless DeX feature works only in One UI 3.1 or higher.

Note9 is on Android 10 (last OS upgrade), so it has One UI 2.5.
Note10 is on Android 11 (last OS upgrade will be Android 12, One UI 4.0), currently it has One UI 3.1.
