Open Bluetooth and then open Bluetooth settings.
Tap on 3 dots and go into Advance Settings.
There you will se Bluetooth Control History. See there which app is turning ON Bluetooth by it's own.
Tap that app, go to permissions and turn off 'Nearby Services' toggle.

Two solutions Now
1) block flash messages through zong block service. But it will cost you to subscribe.
2nd solution is free which is to change default sms app.
Zong is pushing these messages and Samsung Messages App is allowing.
I use Pulse Sms app which disable flash messages by default.
