Upload the screen shots, if it's deactivated in settings or some issue with the sim or sim trey.
It's also possible that sim 1 has some pta issues

This thing happened to me about a year & half back. Note 20 ultra was not recognizing the sim card in slot 1. I immediately issued a new sim and problem was resolved. Try inserting some other Sims if they are working.

What is MM sim 1 not allowed notification?

This issue happens when your SIM card is unable to connect to your carrier’s network. If you mess with your network’s settings, you are more likely to run into this problem than if you link a phone number that is not connected to your service provider.

notification sent by the supplier to the recipient of when items have arrived or are on their way to them. “Materials management” is the term used for this (MM).

Yes I guess so, do you have e-sim option.
Further, try inserting some new sim only in slot 1 and leave the sim 2 empty, if it doesn't work، it's pta issue.
