28th feb is a rumor, I directly called samsung and they said redemption is not started yet

Wait a few days. A voucher will appear in the Members app > Benefits > My Vouchers. You will be able to redeem free buds using that voucher. It will likely appear in late February or early March. No official confirmation from Samsung so far.
