It can be enabled.
Swipe down the notification panel. Press and hold the Autorotation toggle for 1-2 seconds. A second menu will appear. From there, enable Lock screen option.

You are using lock screen wallpaper service. Disabe that option, or apply some static lock screen wallpaper from gallery, then you will be able to turn On auto rotation for lock screen
