Date cannot be confirmed because it varies place to place and device to device. Note 10+ is in 1st beta for Android 10 so it is clear that it might take month or two. You can upgrade your phone with beta Firmware update. Visit Xda.

Sir if you want to update your mobile manually you have to download the firmware and install it manually. It'll do the job for you. But if you don't know about it I recommend you don't try this because you might brick your phone. Wait for the official release.
