Chat Feature in New Update

Hope everyone feeling well. 

I updated my phone today and got Chat Feature in Message App. When I try to Start the Chat Setting then it gets Failed again and again (Screenshot attached ). If there's anyone can help me to resolve the issue then kindly help me out please.
