When will Samsung Pak release Andriod 10 for Note 9??

It should be released. As every Samsung Flagship phone gets two major updates so as far as Note 9 is considered it should and will get the Android 10 update.
Although release dates cannot be confirmed.
Samsung PAK is too slow in releasing updates.
But you can flash DBT firmware when its officially released in Germany. 👍
