Okay.
To bring notifications, you have to open secure folder once after each time you use LockDown Mode or you restart your phone.

Operator ?

It doesn't depends on operators. Actually samsung UI doesn't have this feature. To see the internet speed you can try this app "Internet Speed Meter Lite".
