What does it means that Is shown on above picture

For a particular app, you have to give permission to use camera.
Normally, samsung phones don't give such msg for the IT administrator permission. This shows that your phone may have some software installed

Go to Settings > Apps > select the app > Permissions > grant camera permission. Then try again.
