so just adjust the different sounds setting to every app(in do not disturb)

from settings or from volume panel just turned down system volume.

no matter your cellphone is on sound profile or silent u won't hear shutter sound.

there might be some error. reset the phone and then try.

if your camera settings doesn't have the option of closing shutter sound then it's controlled through system volume.
