By Resetting setting applications storage it's nothing happened,It just only clean the cache 😊

There's only one way to reset your data usage before cycle the data usage without root.It's factory reset.

By the way,I have trick for you !

Just change Data usage cycle date for today. (Settings > Connections > Data usage >tap on Billing Cycle and Data warning under the that sim card you want to reset data usage > start billing cycle on)
