This is very simple explanation about One UI Core and One UI.

One UI Core has only the core apps needed for every day use for your device. Meaning the apps installed is only the necessary ones. And in One UI Core not all features are available.

In One UI. Your phone will have many Samsung apps pre-installed. For example, Game launcher, game tools, and etc. And many features is available on it.

One UI Core is used by Samsung for their budget devices. Since budget phones has not that much powerful specs to get all Samsung apps installed on it.

Actually One Ui Core devices have only the basic set of android features. That's why its called "Core" , devices that have one Ui also have the core, but have so many more software implementations over the basic stuff. One Ui Core was designed for budget and midrange devices. One Ui is for flagships
