How restrictions can be applied in the settings to not open the notifications panel on the lock screen in Samsung galaxy A51

It's available

Search for 'secure lock settings' you will see different options there, enable 'lock network and security'. After enabling that no one will be allowed to toggle any network toggle without unlocking phone.

For notification blocking on lock screen:
Search for 'lock screen notifications' in settings app, from there you can completely turn off or hide the content of notifications.
