Hi Shahilan,
Unfortunately Your device M02 hasn't that . I'm sorry . However your device is an oneui core build up and a budget normal device too. So some budget oneui core devices haven't that feature. You can't download it . If you want it , you must move an oneui device.

Try these step
1. Open settings
2. Tap on themes
3. Tap on menu in the bottom
4. Tap on settings in top⚙
5. And turn on Add galaxy themes to home and app screens 📱
