Galaxy SThis issue is common to those who own Carrier locked phones i do own s23+ CPID phone as well and let me tell you the solution first carrier locked phones are either USA , Canada for e.g the model will SM-S918U , SMS918U1 or SM-S918W these 3 models are carrier locked phones in which updates are only received when carrier sim is inserted for e.g AT&T , verizon etc firmware of only these 3 models are interchangeable meaning you can easily swap and interchange between firmware of these models it has nothing to do with the CPID rather CPID is used to unlock the phone sim locked services so that you can easily use any sim card now for the solution the trick is you need to switch the CSC country source code to XAA along with these 3 models which i have mentioned the best suitable firmware is of SM-S916U1 so in order to receive the OTA updates you need to flash the SM-S916U1 firmware along with XAA CSC since SM-S916U1 in unlocked firmware and won;t require you to insert the carrier sim to update
don;t worry flashing this update won't have any effect on your phone CPID the process is avaiable on youtube in which you need to backup your phone data first then install ODIN patched software in your pc and download the firmware of SM-S918U1 from smfw.com and then connect your phone to you PC this is the only solution to get your updates working but my suggestion is to never do anything without any clue as this process is critical one mistake and you will end up your phone getting bricked i also did this process to get the things to work but i did my homework first so i would suggest you to do the same

Galaxy SFacing same issue on my Samsung Galaxy S21 Plus. I want to update it to One UI 6.1. Any Update how can I fix this issue. Its not even updating by Smart Switch.
