Keep 1 messaging app (Google or Samsung) in mobile. Uninstall other one.
Then wait for 7 days. Keep using 1 message app that you want to use in future. After 7 days RCS will be automatically activated for that app.

Cause of issue : both Samsung and Google app support RCS, when you open 1 app, RCS activate for that app, but after that whenever you try to open/use other message app RCS send request for that app also. Which cause issue because of 2 different apps sending RCS request for 1 number.
This cause RCS not to register.
Solution is to use only one app, and wait for 7 days to delete the previous app request from database.
