Galaxy Store In-App Purchases fix ( Pakistan)

Can anybody tell me the fix about this. This pops up whenever I try to buy something in a game ?

Remove sim card, clear data of galaxy store, and restart phone. Connect to vpn, then open galaxy store and try to buy in-game.
