Since my S23 FE is IP68 rated, can I use it under water to take photos etc? How safe is it?

It can only be used in "fresh water" for 30 minutes and up to 1.5 meters deep. Never use it in sea water because it is salty and pool water contains cholorine, which will damage your phone.

No, Mobile phones are water resistant, not waterproof. It's not advised to use them in water.
It is expected that they will still work even if accidentally get in touch with water (not normal water, only pure water tested for lab ratings) upto certain pressure. It is only expected, not guaranteed.
That's why water damage is not covered in warranty. Sometimes even a single splash of water damages the phone. So, always avoid your phone near water.
