Why the security patch level indicates May 2025? Does this mean the operating system is not being updated?

I didnt get it yet either ... and i knw the reason ... there are two different CSC versions for Pakistan. One is PAK and the other is PKD. PAK CSC already got android 16. But PKD didnt get it yet and God knows why.
