do you have any cover on your phone, which one. take the cover off and try to reset the pen.

tries even after that it's just a silicone simple cover though

Perform a soft reset
A soft reset is usually performed to refresh the phone software. This action usually fixes minor software glitches which could cause issues on the phone.

Press and hold the volume down button and don’t release it.

Now press and hold the Power key while holding down the volume down button.

Keep both keys held down together for 10 seconds or more.

Once the phone boots up check if the S Pen will work.
Make sure the S Pen Is Connected To Your phone

Do you know anyone else with note 9? If yes then insert your spen in other phone and see if that phone detect or not
