This happened to me also. No matter what i did the activity level didn't budge. Then suddenly i got promoted. Its all to do with the algorithm at play. Not an exact science. My advise is to keep uploading content and be active it'll change without u knowing it

I was also stuck in active level 4 a bit. But after that the other levels went quicker upto active level 10. 😊
