Samsung Galaxy A30 had received its 2 major OS updates; Android 10 and 11. Therefore, there is no chance of getting One UI 4 on your device.

However, you can try to install customized rom. But I don't know whether it's safe or not.

You can install Custom ROM Using TWRP Custom Recovery.but It has a risk.If you want to install a custom rom you must backup your important data.you can backup your whole stock rom,data,applications using TWRP Custom Recovery.if you backup your files using it.You can easily recover your os easily.If you download custom rom.you must download Google App Package.
