My Laptop uses Outlook 2016 and sends E-Mails in html format. Call this my Office account.
On my A12, I use Samsung E-Mail for my (Office) account, and GMail for my personal account.
If I send an attachment from by laprop to my phone, it is received as winmail.dat on my office account on my phone. My phone GMail account receives the proper attachment.
