How did you get it? if it's from a wallaper, try inverting the colors of that wallpaper and apply it. It will gradually reverse the effect. if it's random then try some applications. There are quite few on play store.

bro when there is low brightness its appeared and show on LCD when notification bar came down

you should check some tutorials on youtube. it's fixable and getting a new lcd won't help as it will occur again. you should first find out which causes it in the first place.
