Region mostly depends on your location so you can not change it by yourself it changes when your location is changes and location means Country.

But I have Pakistan sim in this s23 ultra mobile

Problem is I can't upgrade to ui 6

Remove the Pakistani Sim card reset your phone if possible and then reselect all the information correctly and use UK Sim card O2 or else services you had there. I hope your problem will be resolved.
