I hve seen auto call recording opt in some videos on youtube for Samsung A31 but I do not hve such opt in my A31!

Your region does not support the official Call Recorder as per Laws and Regulations of that specific region. If any policy change occurs, Samsung will imply the Samsung Call Recorder in your region too.
