When will the service be active 
I have bought my device from saudi but it does not support Samsung pay

Until Apple pay work here, then Samsung will be jealous and will support the service.
Samsung treats us very badly.
Late updates, no services.

Well it's not mate. Both the Samsung as well as Apple Pay hasn't got the neccessary clearance from the concerned authorities.
After getting the clearance these app will work in your devices too.
