Try again by doing restart also. Some third party app could block it. That's why after restart also it's in Safe mode as you said. Just power off your phone and keep it for like 10 minutes and then turn it on again and see whether it has switched from the safe mode. I think a 3 party app must be blocking your device. Just do it and see.
