I think there should be a button to scroll up/down. I faced this issue when i had connected dex with my tv and there's no keyboard or mouse is connected to tv. I wanted to scroll down in google photos and gallery app but i couldn't.

The unswipable notifications are now swiped off after one UI 6. For example, the charging notification gets cleared off it was not supposed to get swiped off.
